01 Commissioner Humphrey moved to approve the Minutes
of Proceedings for April 5, 2010. Commissioner
Woodhouse seconded the motion, which passed
unanimously.
02 Commissioner Woodhouse moved to approve an Audit
Services Agreement between Laramie County and Porter,
Muirhead, Cornia & Howard in the amount of $88,000
with any additional consulting service in the amount $210
per hour to run through December 30, 2010.
Commissioner Humphrey seconded the motion, which
passed unanimously. The agreement is filed in central
files with the County Clerk.
03 Commissioner Woodhouse moved to approve an Election
Support Services Agreement between Laramie County
and Runyan Enterprises, LLC to provide election support
in the amount of $7400 plus $100.00 per hour for phone
support and reimbursement of actual travel expenses.
Commissioner Humphrey seconded the motion, which
passed unanimously. The agreement is filed in central
files with the County Clerk.
04 Commissioner Woodhouse moved to approve a Mental
Health Services Agreement between Laramie County and
Jerry Post, Psy.D., P.C. to provide mental health support
services for the Laramie County Sheriff's Department (fee
schedule attached to agreement) to run July 1, 2010 to
June 30, 2011. Commissioner Humphrey seconded the
motion, which passed unanimously. The agreement is
filed in central files with the County Clerk.
05 Commissioner Woodhouse moved to approve an
addendum to a maintenance agreement (080520-15)
between Laramie County and Identix for maintenance of
the finger print machines in the amount of $6,414 to run
June 1, 2010 to May 31, 2011. Commissioner Humphrey
seconded the motion, which passed unanimously. The
agreement is filed in central files with the County Clerk.
06 Commissioner Woodhouse moved to approve an
addendum to an Inmate Commissary Contract (090804-
06) to extend the contract for an additional 12 months
with the County receiving 29 percent of sales.
Commissioner Humphrey seconded the motion, which
passed unanimously. The agreement is filed in central
files with the County Clerk.
07 Commissioner Woodhouse moved to approve an
addendum to the Food Service Contract (070407-08)
between Laramie County and CBM Foodservice with an
adjustment rate of 2.1 percent (from $1.70 per meal to
$1.74 per meal) to run July 1, 2010 to June 30, 2011.
Commissioner Humphrey seconded the motion, which
passed unanimously. The addendum is filed in central
files with the County Clerk.
08 Commissioner Woodhouse moved to approve the 2010
Annual Operating Agreement for Wildland Fire
Suppression. Commissioner Humphrey seconded the
motion, which passed unanimously. After obtaining
signatures, the agreement is to be filed in central files with
the County Clerk.
09 Commissioner Woodhouse moved to approve an
agreement and addendum between Laramie County and
Transcontinental Oil Company to allow Transcontinental
to place up to two (2) microfilm viewers in the County
Clerk's Recording Office for their exclusive use for a period
of two years after which the viewer's will become the
property of Laramie County. Commissioner Humphrey
seconded the motion, which passed unanimously.
10 Nancy Olson, representing the Metropolitan Planning
Organization, presented a resolution acknowledging
receipt of and approving the "West Allison Road Corridor
Study" prepared by Western Research & Development,
LTD. She introduced David Trushaw from Western
Research & Development, the firm which completed the
work. Mr. Trushaw presented a power point showing what
was involved in the study. Tom Mason, MPO Director,
stated that the County Planning Commission
recommended approval at their meeting on March 25,
2010 with increasing the right-of-way to 80’ by purchase of
property wherever necessary. Commissioner Ketcham
asked how the project might be funded. Mr. Mason
replied that there is no funding to undertake the project; it
is the role of the MPO to recommend a blueprint for how a
road should be constructed. In the future, he hopes to
receive federal funds for the project. Commissioner
Woodhouse moved to approve a resolution acknowledging
receipt of and approving the West Allison Road Corridor
Study prepared by Western Research & Development for
the Cheyenne Metropolitan Planning Organization.
Commissioner Humphrey seconded the motion, which
passed unanimously. The resolution is filed in central
files with the County Clerk.
11 Tim Thorson, Grants Manager, presented a grant
agreement between Laramie County and the State of
Wyoming for $4,600,000 in federal American Recovery
and Reinvestment Act of 2009 grant funds for the purpose
of constructing a new 24-bed juvenile detention center for
an allowable project cost of $6,502,690 and a total
project cost of $7,500,000. Juvenile Justice Joint Powers
Board President, Alfreida Gonzales, presented several of
the points included in the Board’s recommendation to the
Board of County Commissioners, which was provided prior
to the last regular BOCC meeting. Barbara Bonds,
Freudenthal and Bonds, presented potential funding for
the balance of the construction costs in the amount of
$2.1 million. Based on today’s market conditions, there is
an opportunity to have the Internal Revenue Service
refund up to 45% of each interest payment made on
bonds issued through the Recovery Zone Economic
Development Bonds which Congress allocated to Laramie
County in the amount of up to $7 million. Ms. Bonds
provided two scenarios. The first (20 years) would give the
County $2.1 million of which $169,300 would be a debt
reserve fund. Payments would range from $157,000 to
165,000 per year.
Based on a term of 15 years, the reserve fund would need
to be bumped up to $205,300 which would yield 3.66%
and an annual payment of $194,000 to $200,00. It is
unlikely that a local bank would commit to 15 to 20 year
paper at this time. Tony Lewis, Wyoming Department of
Family Services, reiterated the state’s role in this project.
The state is a partner in the funding and the intent for
facilities like this is to be community built and state
maintained. He sees the future of the operation of the facility is to take the county's $34,000, the state's $38,000
and $10,000 City funding of the existing facility to fund
the operation of the new facility. The state will continue
support as directed by the JSJPB. Commissioner
Woodhouse asked Mr. Lewis about the block of ARRA
funds that came through the federal government to the
Governor and why it was his decision to use the funds
toward juvenile detention. She also asked if the $4.6
million is a firm commitment. Mr. Lewis asked that the
question be answered by Judge Hartman. Judge Gary
Hartman, representing the Governor’s Office, stated that
the state received a total of $15,000,000 of stimulus
funds, and the Governor determined it would go toward
juvenile detention. Laramie County was initially to
receive $2,000,000 and upon the refusal of Sweetwater
County to take their share, it was diverted to Laramie
County. Chairman Ketcham asked Sheriff Danny Glick to
comment. Sheriff Glick encouraged the Board to approve
the agreement; there has been a tremendous amount of
effort put into consideration of how to deal with juveniles
in the past several years and the recommendation of the
JSJPB is the best of the best. Chairman Ketcham asked
Sheriff Glick if he thought there is a possibility that the
adjoining counties would look at this as a regional facility.
Sheriff Glick stated that in recent conversations with the
sheriffs from Albany, Goshen, and Platte Counties, those
individuals indicated they would support the facility.
Chairman Ketcham laid out four options: 1) do nothing; 2)
proceed with the recommendation of the JPB; 3)
purchase the SEWJJC Facility; 4) lease the SEWJJC
facility. Each of the Commissioners thanked the joint
powers board for their hard work, spoke to the due
diligence that has been done, and the need to make the
best decision possible at this time. Commissioner
Woodhouse moved to approve a grant agreement
between Laramie County and the State of Wyoming for
$4,600,000 in federal American Recovery and

12 Commissioner Humphrey moved to approve a contract
and addendum between Laramie County and AcraSearch
in an amount not to exceed $67,274 for services to scan
recording indices and to provide web hosting and public
access to those images to run April 2010 until completion.
Commissioner Woodhouse seconded the motion, which
passed unanimously. The contract and addendum is filed
in central files with the County Clerk.
13 Debbye Lathrop, Laramie County Clerk, presented a
Seasonal Fireworks Permit Application submitted by Jeff
Williams d/b/a Wyoming Fireworks Warehouse, 12700 I-80
Service Road and stated all requirements have been met.
Chairman Ketcham opened the hearing for public
comment. Hearing no public comment, Chairman
Ketcham closed the public hearing. Commissioner
Humphrey moved to approve the Seasonal Fireworks
Permit for Jeff Williams d/b/a Wyoming Fireworks.
Commissioner Woodhouse seconded the motion, which
passed unanimously. Documentation is filed in central

14 John Steil, Steil Surveying Services, presented a request
for a landscape variance for the easterly 265 feet of Tract
1 and all of Tract 2, Frontier East 1st Filing, Laramie
County, Wyoming. Gary Kranse presented the staff report
and recommended approval with the following findings:
1) That four trees be planted along Campstool Road to
the north of the proposed parking lot; 2) That three
coniferous trees be planted along the east edge of Tract
2, between the proposed parking lot and the adjacent
property; 3) That the required trees be planted as a
component of phase 3 development as indicated in the
site plan for this property. Chairman Ketcham opened the
meeting as a PUBLIC HEARING. Hearing no public
comment, the Chairman closed the PUBLIC HEARING.
Commissioner Woodhouse moved to approve the request
for landscape variance for the easterly 265 feet of Tract 1
and all of Tract 2, Frontier East 1st Filing with conditions
1-3 and adopt the findings of fact a-c of the staff report.
Commissioner Humphrey seconded the motion, which
passed unanimously.
15 Gary Kranse, County Planner, asked that the request for
Board Approval for an office for Cheyenne Stitch Custom
Embroidery located in the East 139' of Lot 4, Block 2,
Darnell Homesites at 4202 Ridge Road be withdrawn.
Commissioner Humphrey moved to withdraw the request
for Board Approval. Commissioner Woodhouse seconded
the motion, which passed unanimously.
16 Mike Potter, Potter Architecture, LLC, presented a request
for the vacation of the utility easement located on the east
side of Tracts 8 and 9 Dieke Estates, Second Filing,
Laramie County, Wyoming. The request is to enable the
fueling of commercial trucks and passenger vehicles. Mr.
Kranse stated Sapp Brothers wishes to construct additional
fuel lines in the easement; all the utility companies have
been notified and no one responded with any objections
to the vacation; the application does meet the criteria of
60.110 of the Cheyenne and Laramie County
Subdivision/Development Regulations 2000 and the
application is in conformance with W.S. 34-12-106
through 34-12-111, and the recommendation is to
approve the vacation without conditions. County Planner
Gary Kranse said he received a letter from Paul
Frauendienst which addressed concerns with Dieke Court
itself and the manner in which it is being used for access
to lots located along Dieke Court. According to Mr.
Kranse, the two issues are not related. Commissioner
Woodhouse asked Mr. Kranse which parcel was owned by
Mr. Frauendienst to which Mr. Kranse replied it was Tract
#7. Chairman Ketcham opened the meeting as a PUBLIC
HEARING. Jeff Williams, Wyoming Fireworks Warehouse,
asked if his property would be affected by the vacation.
Mr. Kranse stated there should be no impact on Mr.
Williams; however, he does not have any distance data
available at this time. Mr. Potter stated he is not aware of
the fireworks regulations and cannot add anything to the
question at this time. Mr. Kranse reiterated the vacation
itself would not have any impact on Mr. William’s property
or business; however, when it comes to submission of a
site plan, it would be reviewed at that time. Chairman
Ketcham stated he believes this issue needs to be
resolved before the Board should take action.
Commissioner Woodhouse moved to postpone for two
weeks. Commissioner Humphrey seconded the motion,
which passed unanimously.
17 Kelly Hafner, BenchMark Engineers, agent for the
applicant presented a Preliminary Plat of Deerhaven
Subdivision, located at Tract 6, Allison Tracts; a portion of
Tract 7, Allison Tracts; Tract 2, Hermann Meadows
Subdivision; Lot 2, Block 1, Ley Subdivision; and a
portion of Lot 1, Block 1, Ley Subdivision, Laramie
County, Wyoming. The purpose of the plat is to establish
infrastructure for future development. County Planner
Gary Kranse presented the staff report and recommended
approval with the following conditions: 1) Detention
ponds should be specified as being within non-build able
tracts; maintenance and ownership of drainage and
detention facilities shall be specified on the final Plat; 2)
The applicant shall resolve any conflict with the location
of utilities with Qwest Communications prior to recordation
of the Final Plat; 3) A road construction and maintenance
plan that addresses comments from Public Works shall be
submitted with the Final Plat application; 4) Evidence that
the proposed subdivision has been submitted to DEQ for
review must be presented with the Final Plat and
Subdivision Permit applications; DEQ approval must be
granted prior to any public hearing of the Final
Plat/Subdivision Permit; 5) Technical and clerical errors
shall be resolved prior to submission of the Final Plat and
Subdivision Permit applications; 6) Neighboring property
elevations shall be provided to the Planning Commission
with the Final Plat; 7) The applicant shall meet with Mr.
Henning to review drainage issues between his property
and the proposed development. Don Beard, Public Works
Director, stated the roadway in the plat will become heavily used and his request is that the road be
constructed to County standards and future maintenance
be done by Public Works. Chairman Ketcham opened the
meeting as a PUBLIC HEARING. Rosa Shaul, Tract 10,
Allison Tracts, voiced her concerns that there be no
adverse affect to her property; specifically no drainage
problems and no trespassing. She requested that a barrier
be constructed between her property and the proposed
development, such as a concrete wall. Dave Shaul, Rosa
Shaul’s son, stated that a good rain will funnel several feet
of water onto their property. Kelly Hafner stated there
would be some considerable sized drainage facilities as
part of the development. Commissioner Woodhouse
requested that the developer include Mrs. Shaul in the
required notices in the future. Dave Shaul stated the
developer is known for constructing more units than
approved and asked if there is a way to protect
homeowners such as his mother. Hearing no further
comment, Chairman Ketcham closed the PUBLIC
HEARING. Commissioner Woodhouse moved to
acknowledge receipt of the Preliminary Plat of Deerhaven
Subdivision, located at Tract 6, Allison Tracts; a portion of
Tract 7, Allison Tracts; Tract 2, Hermann Meadows
Subdivision; Lot 2, Block 1, Ley Subdivision; and a
portion of Lot 1, Block 1, Ley Subdivision with conditions
1 through 7 and adopting fact and finding a in the staff
report. Commissioner Humphrey seconded the motion and
asked that the Planning Director make certain the
developer abide by what is approved. The motion passed
unanimously. Documentation is filed in central files with

18 Commissioner Humphrey moved to approve a hiring
exemption for the Deputy Director/Fire Warden.
Commissioner Woodhouse seconded the motion, which
passed unanimously. Documentation is filed in central
files with the County Clerk.
19 County Clerk, Debbye Lathrop, presented polling place
locations, districts, and precincts for the 2010 Primary and
General Elections. The proposed changes are 3-6 Saint
Andrews and 3-7 Sunnyside Baptist to AmVets Post 10; 4-
7 Hitching Post Inn to Taco Johns Event Center; 6-3 Pine
Bluffs Community House to Commerce Building.
Commissioner Humphrey moved to approve the polling
place locations, district, and precincts. Commissioner
Woodhouse seconded the motion, which passed
unanimously. Documentation is filed in central files with
the County Clerk.
20 Commissioner Woodhouse moved to authorize a letter of
interest for the Green River Water Supply Project.
Commissioner Humphrey seconded the motion, which
passed unanimously. Documentation is filed in central
files with the County Clerk.
21 Commissioner Woodhouse moved to approve a contract
between Laramie County and 3CE LLC in the amount of
$7,685 to modify the central control console at the
Sheriff's Department. Commissioner Humphrey seconded
the motion, which passed unanimously. The contract is
filed in central files with the County Clerk.
22 Commissioner Humphrey moved to approve a resolution
authorizing submission of a grant application in the
amount of $729,694 with a 50 percent match from the
County road fund. Commissioner Woodhouse seconded
the motion, which passed unanimously. The resolution is
filed in central files with the County Clerk.

01 Commissioner Humphrey moved to approve the Minutes
of Proceedings for March 16, 2010. Commissioner
Woodhouse seconded the motion, which passed
unanimously.
02 Commissioner Woodhouse moved to approve the
following fees collected by various County entities for
February 2010: County Clerk, $69,679.38; Laramie
County Drug Court, $1,350.00; Laramie County DUI Court,
$1,245.00; Clerk of District Court, $18,633.70; Sheriff's
Department, $66,180.48; Circuit Court, $60,110.00;
Laramie County Planning and Development, $35,700.67.
Commissioner Humphrey seconded the motion, which

03 Commissioner Woodhouse moved to approve the warrants
in the amount of $1,741,754.91 for March 2010.

04 Commissioner Woodhouse moved to approve the
following part-time salaries in the amount of $31,531.72
for March 2010: Public Works, $1,170.00; Extension
Agent, $1,995.73; Buildings & Grounds, $10,898.24;
Information Technology, $2,419.20; Treasurer, $3,109.40;
Detention Facility, $8,043.90; District Court, $600.00;
County Coroner, $2,450.00; Drug Court, $845.25.
Commissioner Humphrey seconded the motion, which
passed unanimously.
05 Commissioner Woodhouse moved to approve a
cooperative agreement in an amount not to exceed
$135,669.60 between Laramie County and State of
Wyoming for responsibilities between Wyoming
Department of Family Services, Child Support
Enforcement Unit, and Laramie County Clerk of District
Court to run July 1, 2010 through June 30, 2012.
Commissioner Humphrey seconded the motion, which
passed unanimously. After obtaining all signatures, the
agreement is to be filed in central files with the County
06 Commissioner Woodhouse moved to approve a
cooperative agreement between Laramie County and
State of Wyoming for receipts and distribution of payments
between Wyoming Department of Family Services, Child
Support Enforcement Unit, and Laramie County Clerk of
District Court to run July 1, 2010 through June 30, 2012.
Commissioner Humphrey seconded the motion, which
passed unanimously. After obtaining all signatures, the
agreement is to be filed in central files with the County
Clerk.
07 Commissioner Woodhouse moved to approve the trade in
of a 2005 Pontiac Grand Am ($2,500) and donation of a
2001 Crown Victoria with equipment ($3,500) to Laramie
County Community College. Commissioner Humphrey
seconded the motion, which passed unanimously.

08 Rhonda Bush, Chief Deputy County Clerk, presented an
application for malt beverage permits for April 8, 15, 22,
and 29 submitted by Justin Johnson for the Silver Bullet
Boxing to be held at the Archer Complex. Mark Voss,
County Attorney, said the Silver Bullet Boxing events have
gone well until last month when there were parking
problems, an occupancy issue, and a domestic dispute.
Lt. Joe Hartigan said the occupancy for the building is 230
and there were well over 300 people at the event. Lt.
Hartigan recommended an increase in deputies and
stated he has security concerns. Mark Sisneros said in 16
weeks there has only been one incident that could have
happened any place; he is not aware of any other
problems. If Silver Bullet has to add additional deputies,
they will not be able to continue the event. Justin Johnson
thanked the County for accommodating the event and
also thanked the deputies. Mr. Voss recommended
working with the Sheriff's Department and cautioned the
applicant not to exceed the occupancy. Commissioner
Woodhouse said she has received only positive comments
regarding the event and now the public knows where
Archer is located. Commissioner Woodhouse moved to
approve the application not requiring more sheriff
deputies and requiring the occupancy limit not be
violated. Commissioner Humphrey seconded the motion,
which passed unanimously. Documentation is filed in

09 Commissioner Woodhouse moved to approve an
agreement in the amount of $13,711.97 between Laramie
County and Phoenix Fire Protection for the annual
inspection and maintenance of the portable hand-held
fire extinguishers, automatic fire sprinkler systems, and the
FM 200 Fire Suppression Systems in the Laramie County
Sheriff's Department to run July 1, 2010 through June 30,
2011. Commissioner Humphrey seconded the motion,
which passed unanimously. The agreement is filed in
central files with the County Clerk.
10 Commissioner Woodhouse moved to approve an
addendum to the agreement (080401-04) between
Laramie County and Simplex/Grinnell to modify the
service agreement to test and inspect the fire alarm
detection systems in the Sheriff's Department, increasing
the amount from $5,250.50 to $5,817 and changing the
term to April 15, 2010 through April 14, 2011.
Commissioner Humphrey seconded the motion, which
passed unanimously. After obtaining all signatures, the
agreement is to be filed in central files with the County

agreement between Laramie County and Schroll Cabinets
to make repairs to courthouse table tops. Commissioner
Humphrey seconded the motion, which passed
unanimously. The agreement is filed in central files with
the County Clerk.
12 Commissioner Woodhouse moved to approve a resolution
authorizing the Chairman of the Board of Commissioners
to sign an agreement in the amount of $3,610 with
Laramie County Conservation District for Public Education
Services. Commissioner Humphrey seconded the motion,

13 Commissioner Woodhouse moved to approve a contract
between Laramie County and LexisNexis to computerize
the law library for inmates at the Laramie County
Detention Facility in the amount of $11,125 to run April 6,
2010 to March 31, 2011. Commissioner Humphrey
seconded the motion, which passed unanimously. The
contract is filed in central files with the County Clerk.
14 Tim Thorson, Grants Manager, presented a grant
agreement between Laramie County and the State of
Wyoming for $4,600,000 in federal American Recovery
and Reinvestment Act of 2009 grant funds for the purpose
of constructing a new 24-bed juvenile detention center for
an estimated total project cost of $7,500,000. Gay Van
Horn, representing the Juvenile Justice Joint Powers
Board, read the following into the record: "We
recommend accepting the grant funds and building a new
24-bed juvenile detention facility at the Archer Complex.
This recommendation is based on the following factors:
1) It is the fiscally responsible course of action, given the
availability of funds, and the favorable costs of
construction in this current economic climate; 2)
Government ownership of any juvenile detention facility is
critical to maximize management's ability to enforce
standards and ensure the safety of staff, juveniles, and the
community itself; 3) The 24-bed facility will maximize the
options available for managing population needs and
meeting applicable detention standards. We further
recommend we retain the option of studying staffing
alternatives, to include partnering with private providers."
Commissioner Woodhouse thanked the Joint Powers
Board for all the time and hard work they have put into
this issue. Barbara Bonds, Bonds & Freudenthal,
responded to bonding questions asked by Chairman
Ketcham. Chairman Ketcham said if approved, the
County will have to bond the balance of construction costs
unless there are other alternatives that have not been
investigated. The Board needs to do due diligence for
the taxpayers in Laramie County. Commissioner
Humphrey said she has no idea where the money is going
to come from and wants to meet with the County Clerk.
Commissioner Woodhouse said if this is approved, the
Board may need to cut other services in the County.
Commissioner Humphrey moved to postpone the
agreement until the April 20th Board meeting.
Commissioner Woodhouse seconded the motion, which
passed unanimously.
15 Commissioner Humphrey moved to approve a
Memorandum of Understanding between Laramie County
and DSK Ranch for the purpose of acquiring an easement
in order to construct drainage improvements within the Dry
Creek drainage basin. Commissioner Woodhouse
seconded the motion, which passed unanimously. After
obtaining all signatures, the MOU is to be filed in central
files with the County Clerk.
16 Rhonda Bush, Chief Deputy County Clerk, presented a
seasonal fireworks permit application submitted by Jim
Landis d/b/a USA Fireworks located at 102 West College
Drive, Laramie County, Wyoming and stated the applicant
has met all the requirements. Chairman Ketcham
opened the meeting for public comment. Hearing no
public comment, Chairman Ketcham closed the public
hearing. Commissioner Woodhouse moved to approve
the seasonal fireworks permit application for Jim Landis
d/b/a USA Fireworks. Commissioner Humphrey seconded
the motion, which passed unanimously. Documentation is
filed in central files with the County Clerk.
17 Craig Henning presented a setback variance (zoned MR-2)
requesting 2 feet on the rear setback, 21 feet on the west
property line, and 1 foot along the north property line
located at Tract 6, Prosser Tracts, Laramie County,
Wyoming. Some of the newer mobile homes are now
larger than the older mobile homes and Mr. Henning
would like to be able to place newer mobile homes on the
property. Gary Kranse presented the following
recommendations and findings: a) Structures on this
property currently do not meet the setback criteria pursuant
to Section 41.430 of the Cheyenne and Laramie County
Zoning Ordinance, 1988, as amended; b) This application
meets the criteria of Section 74.045 of the Cheyenne and
Laramie County Zoning Ordinance, 1988, as amended; c)
A reduction of 2 feet on the rear setback; 21 feet on front
property line for space 32 and 1 foot along the north side
property line; i. would not harm public safety or welfare; ii.
would not alter the essential character of the
neighborhood; iii. would not substantially impair
reasonable use and enjoyment or development of
adjacent property; and iv. is the minimum variance that
would afford relief and would be the least modification of
the applicable provisions of the zoning ordinance; and
that the Board approve the variance with the following
condition: 1. Parking along Reiner Court be restricted to
parallel parking. Mr. Henning said if the residents could
only parallel park, there would be no parking available for
guests. Don Beard, Public Works, asked that the parallel
parking condition be removed. Chairman Ketcham
opened the hearing for public comment. Aaron Fowler,
LCFD #1, said he has not had any problems at the park
spoke against the parallel parking requirement. Hearing
no further public comment, Chairman Ketcham closed the
public hearing. Commissioner Humphrey moved to
approve a reduction in setback for Tract 6, Prosser Tracts
and adopt the findings of fact a-c of the staff report.
Commissioner Woodhouse seconded the motion, which
passed unanimously. The variance is recorded in the
Recording Department.
18 Commissioner Woodhouse moved to approve a hiring
exemption for a Project Manager for the Archer Project.
Commissioner Humphrey seconded the motion, which
passed unanimously. Documentation is filed in central
files with the County Clerk.
